The Shenandoah City Council was criticized by some in the small city after approving on July 10 a more than $7,500 a year raise for the city administrator, Kathie Reyer. Locals were perplexed as to why the raise amount was not included in the normal city agenda packet nor mentioned verbally by anyone on the city council when the issue was discussed.
