CARBONDALE, Ill. (AP) -- The city of Carbondale has received a second letter from the American Civil Liberties Union and other groups challenging its panhandling ordinance. The (Carbondale) Southern Illinoisan reports the letter sent earlier this month says the city could face legal action if it doesn't scrap the ordinance which prohibits panhandling in any public space. It asks for a response by Aug. 19.

The National Weather Service's Advanced Hydrologic Prediction Services says the river measured below flood stage in Alton and Grafton on Friday. That's the first time since early March. The (Belleville) News-Democrat reports both cities reported heavy damage to homes and businesses.

CAMBRIDGE, Mass. (AP) — A runner captured on video chasing down a man who exposed himself to her says she turned the tables on him to make him feel afraid. Aia Polansky says she didn't hesitate to run the man down after he pulled down his pants as she ran along the Charles River in Cambridge, Massachusetts, on July 18. Surveillance video released by Massachusetts State Police shows the unfazed and infuriated 33-year-old former Israeli army soldier sprinting to overtake the unidentified man.

CHICAGO (AP) -- Chicago police are investigating two men who claim to have caught a second alligator in a park lagoon, saying there are "inconsistencies" in their story. Men purporting to have caught another alligator after one was captured earlier this month posted Facebook live videos Friday, holding up a 3-foot animal with tape around its jaws. The claim comes after a 5-foot-3 inch alligator was caught in the Humboldt Park lagoon.

ARLINGTON HEIGHTS, Ill. (AP) -- Authorities say a 17-year-old who was trying to hold onto a moving SUV while skateboarding in suburban Chicago was struck by the vehicle and died. Arlington Heights police say authorities were called around 7 p. m. Saturday to reports of a traffic collision with injuries. The teen had severe head injuries and was taken to a hospital. He was pronounced dead hours later.

ROME (AP) — An American teenager was "illegally blindfolded" before his interrogation as a suspect in a newlywed police officer's slaying in Rome, a Carabinieri commander said Sunday after a photo circulated of the young tourist with his head bowed and handcuffed behind his back. Gabriel Christian Natale-Hjorth, 18, was blindfolded "for a very few minutes, four or five" on Friday just before he was questioned about the fatal stabbing of Carabinieri officer Mario Cerciello Rega, Provincial Cmdr.
